NCAAU BOYS BASKETBALL
SPORT COMMITTEE OPERATING RULES
PREAMBLE:
The District Sports Committee shall govern the conduct of AAU Boys Basketball competition within the NC District of the AAU/USA, in a manner consistent with the AAU Code and the AAU/USA Boys Basketball Rules. These rules shall by their own operation, be amended to conform with any change in AAU/USA Boys Basketball Rules or policies or AAU Code Provisions.
- COMMITTEE:
- Composition: The Committee is composed of representatives from each boys basketball club registered by the District during the membership year. The “contact person” designated on the club registration form shall represent the club on the Committee, unless a substitute is appointed in writing by the club.
- Meetings: The Committee will meet whenever:
- The Director calls a meeting.
- The NCAAU Executive Committee sets a meeting (amended 1997 to conform to AAU Code)
- Notice: At least 20 days’ notice shall be given to committee members of all meetings. Requests for agenda items must be presented to the Director by a committee member not less than 4 days prior to the meeting.
- Powers: The Committee can act in any properly called meeting to: Elect a Director, amend these Operating Rules, and adopt any policy, rule, activity, or undertaking which it deems to be in the best interests of the NCAAU Boys Basketball Program, so long as such acts do not conflict with the AAU Code, or AAU/USA Boys Basketball rules and policies.
- Voting: Each club shall have one vote for each team which it entered into the District Championships most recently completed.
- Composition: The Committee is composed of representatives from each boys basketball club registered by the District during the membership year. - DIRECTOR:
- Duties: The District Director shall manage AAU Boys Basketball competition within this District, in accordance with these Rules. He shall make arrangements for District Championships, promulgate rules and regulations, encourage widespread participation, promote opportunities for competition and enforce the policies of the AAU/USA Boys Basketball Committee.
- Appointment: The Director shall be elected by the Committee for a term of four years. If the Committee fails to elect a Director, or if a vacancy occurs, the District Governor will appoint a Director. The Director, once selected, shall serve until his successor is appointed/elected, removed for cause by the NCAAU Board of Review, or removed by a 2/3 vote of the Committee, or the Board of Managers.
- Council: The Director may appoint a Council to assist in the exercise of his duties, and to give its advice and assistance to the Director however the interests of the program are served.
- Committee: The Director may appoint such committees or boards as he deems appropriate to assist with the management of the program.

- INFRACTIONS:
- The Basketball Director shall investigate complaints regarding the violation of District Rules, National Committee Rules, or the AAU Code, by NCAAU athletes, coaches, volunteers or clubs.
- If the Director determines that a violation has occurred he may impose penalties as provided by the AAU Code and NCAAU Rules.
- Penalties imposed by the Basketball Director may be appealed to the NCAAU Review Committee and subsequent appeal bodies as provided by the AAU Code.
- The Director may delegate these duties to an Infraction Committee appointed by him to consider Code/Rule violations, or he may refer cases directly to the Review Committee.
- The Basketball Director shall investigate complaints regarding the violation of District Rules, National Committee Rules, or the AAU Code, by NCAAU athletes, coaches, volunteers or clubs.
- ADOPTION AND AMENDMENTS:
These Rules are effective upon adoption, and shall continue in effect until amended by the Committee by majority vote at a properly called meeting.
